I was doing some reading and came across "wahi ghair matloo," which are apparently revelations Muhammad received outside the Quran from Allah. Can anyone elaborate on wahi ghair matloo and whether or not this is true?

Yes! He received the divine revelation of the Book (al-kitaab), like his ancestors before him, that was transmitted from generation to generation without intermission.

The promise of ALLAAH to send from a Book to His prophets(P+)

003:81
Behold! ALLAAH took the covenant of the prophets, saying:
"I give you from
a Book
and
Wisdom;
then comes to you a Messenger,
confirming what is with you;
do you believe in him and render him help."
He said: "Do ye agree, and take this my Covenant as binding on you?"
They said: "We agree."
He said: "Then bear witness, and I am with you among the witnesses."

The sending of the Book (al_kitaab) to Humanity.

002:213
Humanity was one people
and ALLAAH sent Messengers giving good news and warning and with them He sent
the Book (al_kitaab) in the Truth
to judge between the people in matters wherein they differed.

The Book (al-kitaab) passing down generation after generation through the rightly guided descendants of the chosen family line

And We have already sent Noah and Abraham
and placed in their descendants
prophethood
and
the Book (al-kitaab);
and
among them is he who is guided,
but many of them are defiantly disobedient.

004:054
But We had already given the Family of Abraham ("ibraaHiym)
the Book (al_kitaab)
and
the Wisdom
and conferred upon them a Great Kingdom.

Thus did We show Abraham
the Kingdom of the Heavens and the Earth
that he might be of those who are certain.

And that was the argument which We gave to Abraham against his people.
We raise in steps whom We will. Truly thy Lord is Wise, Knowing.

Isaac ('is-haaq) and Jacob (ya"quwb)
all We guided
--- and Noah (nuwh) We guided before ---
and among his progeny
David (daawud) and Soloman (sulaymaan) and Job ('ayyuwb) and Moses (muwsaa) and Aaron (Haaruwn)
Thus do We reward those who do good.

006:085
And Zachariah (zakariyyah) and John (yahyaa) and Jesus ("iysaa) and Elijah ('ilyaas)
All in the ranks of The Good

And Ishmael ('ismaa"iyl) and Elisha('ilyasa) and Jonas (yuwnus) and Lot (luwT)
And to all We gave favour above The Worlds.

006:087
And from their fathers and their progeny and their brothers
We chose them and We guided them to a Straight Road.

006:088
That is the Guidance of ALLAAH.
He guides by it whom He wills from among His servants.
And if they had associated partners with Him
lo! Useless is that which they have worked.

006:089
Those were they unto whom we gave
the Book (al_kitaab)
and
the Judgeship (al_hukm)
and
the Prophethood (an_nubuwwah)...

ALLAAH sends Moses (muwsaa)(P+) and with him he sends The Book (al_kitaab) via The Torah (al_tawrah).

And We had already given Moses The Book (al_kitaab)
after We had detroyed the first generations
mental perceptions and visions for humanity

Guidance and Mercy
in order for them to think of and bear in mind.

His name is The Christ Jesus , The Son of Mary, distinguished in this world and the hereafter.

"He shall speak to the people in the cradle and middle age"

She said: "O my Lord! How shall I have a son when no man has touched me?"
He said: "Like that it is to thee; ALLAAH creates what He wills.
When He has executed a command and then He just says to it BE! And then it becomes.

And ALLAAH will teach him
The Book (al_kitaab)
and
The Wisdom (al_hikmah)
and
The Torah (al_tawrah)
and
The Gospel (al_'injiyl)

ALLAAH sends Muhammad(S+) and with him He sends The Book (al_kitaab) via the Reading/Recitation (al-Qur'aan)

004:136
Oh! You who have believed!
Believe in ALLAAH and His Messenger
and
The Book (al_kitaab) which He has sent His Messenger
and
The Book (al_kitaab) which He has sent aforetime.
And who rejects ALLAAH, His Angels, His Books, His Messengers, and the Day of Judgement
has lost his way; a distant straying.

The Qur'aan a detailed explanation of the Book (al-kitaab) in the presence of ALLAAH between His two hands.

And it was not that
This Qur?aan
could have been contrived by other than ALLAAH.
But it is
a confirmation of What is between His Hands
and
a detailed explanation of
The Book (al_kitaab)
wherein there is no doubt/uncertainty

Towards The End (The Coming of the servant of ALLAAH)

018:001
Praise be to ALLAAH Who hath sent to His Servant
The Book (al_kitaab)
and hath allowed Therein no crookedness.

018:002
Straight in order that He may warn of a terrible punishment from Him
and that He may give The Good News to the Believers who work righteous deeds that they shall have a good reward.

013:001
'A_L_M_R ('Alif Laam Miym Raa')
Those are The Signs (al_aayaat) of
The Book (al_kitaab).
That which has been revealed unto thee from thy Lord is The Truth (al_haqq)
but most of humanity do not /will not believe.

042:017
ALLAAH is He who has sent down
The book (al_kitaab)
in The Truth (al_haqq)
and
The Balance (al_miyzaan).
And what will make thee realize that The Hour (al_saa"ah) is near.

040:069.
See thou not those That dispute concerning The Signs of ALLAAH?
How they are turned away?

040:070.
Those who have made a lie in
The Book (al_kitaab)
and
in what We have sent our messengers; They shall come know.

041:052.
Say thou: "Have you seen.
If it were from the presence of ALLAAH and then you have rejected it?
Who is more astray than he who is in a distant discord?

041:053.
Soon will We show them Our Signs (aayaat) in The Horizons (al_aafaaq)
and in their Souls/Minds ('anfus)
until It becomes manifest to them that It is The Truth (al_haqq).
Is it not enough that Thy Lord doth witness all things?
